The Ministry of Education, Research, Youth and Sports, in consultation with other ministries and institutions concerned, is designing and applying the global strategy of education, determines the objectives of the entire education system and the objectives of educational levels and learning profiles.

The Ministry of Education, Research, Youth and Sports is organized and functions according to the law of The Ministry of Education, Research, Youth and Sports as a specialized body, it has the responsability to develop and implement educational policy.

The Ministry of Education, Research, Youth and Sports has the initiative and execution right in financial and human resources policy in the sphere of education and collaborates with other ministries involved in the development of education.

To exercise its powers, the Ministry of Education, Youth and Sports is organizing structures of and relies on consultative bodies at national level, made on criteria of professional prestige and moral: the National Council for Education Reform, National Council for Certification of Titles, Diplomas and Certificates, National Council for Financing Higher Education, National Council for Pre-University Education Funding, National Council of Research in Higher Education, National Library, National Council for Training and Continuing Education, national commissions specialized on different disciplines and the management structures for reform programs.

The Ministry of Foreign Affairs is the institution of central public administration which implements the foreign policy of Romania, in accordance with the legislation in force and with the Government's Program. For that purpose the Ministry works closely with other government institutions, with representatives of the civil society, the business community, the cultural and academic institutions.

The Ministry of Foreign Affairs (MFA) is organized and operates under Government Decision No. 100/2004 with the subsequent changes and completions, including those stipulated in GD no. 764 of 23 July 2010, published in the Official Gazette no. 538/02.08.2010.

The entire activity of the Ministry is coordinated by the Minister of Foreign Affairs, who is also its representative in the relations with other public authorities, with national or foreign legal entities and natural persons, as well as in judicial matters. The Minister of Foreign Affairs is also accountable, before the Government, as well as before Parliament, in his capacity as a Cabinet member, for the entire activity of the Ministry.

The Ministry's specific activity is carried out by the diplomatic and consular personnel, whose status, rights and duties are set out by Law No. 269/2003 on the Status of the Diplomatic and Consular Corps of Romania. The diplomatic and consular personnel operates at Home or Abroad.

Foreign policy activities outside the country are conducted through the network of diplomatic missions of Romania. The Ministry assists the national authorities and other ministries, but also companies, business people, professionals in all fields and associations which contribute to Romania's image and action abroad on issues pertaining to the national foreign policy. It also provides consular services, information and assistance for Romanian citizens travelling abroad.

Underlying these changes is Internet usage. The Internet affects the way we live, the business environment, the work mode, study methods, human interaction and even leisure time.
